Beekeeping rules in Türkiye

You don't need to file periodic reports yourself; instead, the İl/İlçe Tarım ve Orman Müdürlüğü randomly inspects at least 10% of the province's bee enterprises for notifiable bee diseases at least twice a year, in spring and autumn, so your apiary could be visited at any time, and the "Arı İşletmeleri Faaliyet Raporu" due 20 July and 20 January is the directorate's own report to the Ministry about those inspections, not something you submit.

Every year, if you're registered in AKS you must apply once during the production season between May and October to your İl/İlçe Müdürlüğü to have your colonies and empty hives counted (koloni tespiti) at the apiary registered in AKS or named in your AKB, and declare your bee-product production, since this count is the basis for your beekeeping support payments.

You must report to the İl/İlçe Müdürlüğü every time colonies move into or out of your enterprise or hives become occupied or empty, and when colonies are bought or sold, both buyer and seller fill in the bee transport document (arı nakil belgesi, Annex 2).

If you suspect American foulbrood (Amerikan yavru çürüklüğü), small hive beetle (küçük kovan kurdu, Aethina tumida, not yet diagnosed in Türkiye) or Tropilaelaps mite (Tropilaelaps akarı), you must report it to the İl/İlçe Tarım ve Orman Müdürlüğü, and the rules published in the Official Gazette of 21/12/2011 (No. 28149) apply; if American foulbrood is confirmed in the lab, the infected colonies are destroyed and a 6 km cordon and quarantine is imposed, lifted only after a negative lab test taken 2 months after the last signs.

You may only treat varroa with veterinary medicinal products licensed by the Ministry, and it's recommended to treat together with your neighbouring beekeepers, during the spring care period and in autumn after the honey harvest, coordinated by the İl/İlçe Müdürlüğü and beekeepers' associations, rotating active ingredients so resistance doesn't build up.

To move your bees to another province you need a veterinary health report with a 'Bee Visa Certificate' (Arı Vize Belgesi), issued after a health inspection by the İl/İlçe Müdürlüğü where the bees are leaving from, with the list of hive plates attached; migratory beekeepers get one report that covers moves between provinces until 31 December of that year, with the official veterinarian inspecting the bees and signing the next visa section at each destination.

Keep your apiaries at least 3 km away from border gates, areas near a neighbouring country's border, airports, ports and fruit-transport depots because of small hive beetle risk, and never bring bees from other provinces into the Caucasian bee gene-conservation area, which covers all of Artvin and Ardahan, and the Kiziroğlu, Küçükçatak and Büyükçatak villages of Susuz in Kars.
